Aaron T. Olson of A.T. Olson Consulting, L.L.C., began as a consultant in 2003. His specialization is expert witness opinions on police practices, human resources practices and customized training. All consultation services are based on the needs of the client.

Biography

Mr. Olson has a Masters of Education from Oregon State University in Corvallis, Oregon, and a Bachelor of Science in Administration of Justice from Portland State University in Portland, Oregon. He, along with Robert M. Shusta and Deena R. Levine co-wrote the textbook Multicultural Law Enforcement: Strategies for Peacekeeping in a Diverse Society, 7th edition by Pearson Education, Inc.

Mr. Olson is a regular adjunct professor at Portland Community College (PCC), Portland, Oregon, and Eastern Oregon University (EOU), La Grande, Oregon. At PCC, he currently teaches cultural diversity online and campus criminal justice classes. He also teaches a campus class on civil liability in criminal justice. At EOU, he teaches an online multiculturalism in emergency services course. He established history by designing the first cultural diversity courses and curricula for PCC’s criminal justice program in 2001, fire protection program in 2009, and EOU’s fire service administration program in 2011. His other university teaching experiences includes past teaching assignments at the School of Social Sciences at Pacific University, Forest Grove, OR, and the Homeland Security and Emergency Preparedness degree program at Concordia University, Portland, OR.

For six and a half years, Mr. Olson worked for the Local Government Personnel Institute, Salem, OR (LGPI) as a part-time investigator on human resources issues. He conducted employment background investigations of city and county finalists; and investigations on elected city and county officials, police chiefs, and city and county employees. He handled a number of misconduct cases, including discrimination, gender bias, hostile work environment, retaliation, and sexual harassment. Finally, he conducted executive performance evaluations and organizational assessments. In his civil investigations and findings of fact, Mr. Olson was objective, methodical, and complete for “preponderance” standards.

Mr. Olson is a retired Oregon State Police (OSP) patrol sergeant and shift supervisor with 26 years of police experience. He managed assignments in communications, recruitment, and patrol; supervising and evaluating both police and non-police employees. He was a member of the OSP Procedures and Rules Advisory Committee and worked with Oregon’s Department of Justice in rewriting and validating OSP’s trooper and cadet applicant hiring process. Mr. Olson had the honor of being a member of the first Oregon State Police Affirmative Action Recruiting Team. He was on the first committee for the Oregon Department of Public Safety Standards and Training that wrote a job task analysis for police officer in the State of Oregon. He later was part of the committee for the Oregon State Police that constructed a job task analysis for state trooper.

As a patrol supervisor, Mr. Olson directed major crime scenes and traffic crash investigations. Mr. Olson reviewed and approved administrative, police, and use of force reports. He investigated allegations of police officer misconduct, conducted background checks, and participated in specialized tasks in community policing, dignitary protection with the U.S. Secret Service and other law enforcement agencies, and teaching. In reaching out to new immigrants and refugees, Mr. Olson initiated the “Police and Emergency Services” workshops at the Immigrant Refugee Community Organization (IRCO) in Portland, Oregon.

As a professional trainer, Mr. Olson has taught a variety of topics at Oregon’s Department of Public Safety Standards and Training to students at the recruit, supervisory, mid-management, and executive management levels.

Mr. Olson is a U.S. Army Veteran in which he served overseas in West Germany for 3 years in the Military Police Corps. Further, he is a retired military reservist, having spent 21 years combined service in the Oregon Army National Guard and U.S. Army Reserves. In the Oregon Army National Guard he was a Sergeant First Class and platoon sergeant of a Military Police Detachment and in the U.S. Army Reserves he reached the rank of Captain, having served as a company commander and brigade staff officer.

Mr. Olson meets the criteria of an expert witness as outlined in the Federal Rules of Evidence, Rule 702. He also meets the criteria of an expert witness as outlined in the Oregon Revised Statutes, 40.410, Rule 702.
